This research, along with papers and reports such as the Tomlinson Report (DfES, 2004), The 14–19 White Paper (DfES, 2005), and Further Education: Raising Skills, Improving Life Chances (DfES, 2006) have led to the development of new functional skills packages in English, mathematics and ICT to address employers’ concerns. These will be taught nationwide from 2010.
